I know exactly who has Watched categories set, and this is a Watched category, and no users have muted notifications. It absolutely should have 65 emails sent, as it always did before the update.
I am going to update to the new release later today and see if it makes any difference, from 3.4.0.beta4-dev to the new version.
I will also reboot the vm, I assume that would gracefully restart the database, which by the way did install correctly per the documentation when I did the update to 3.4.0.beta4-dev
Other than what I have already mentioned, like the Ubuntu22.04 O/S updates to containerd, I would not think it would be an issue, but the only other change I made late last week was I installed the CakeDay plugin.
