Should always receive email notification of PMs

Users have complained that they’ve not received email notifications for all of their PMs.

I found this was due to the setting which suppresses email notifications for active users.

It makes sense to suppress email notifications for active users to avoid being spammed by everyday updates, but this suppression shouldn’t apply to PMs in my opinion.

Can this be changed?

Instead of an additional setting for this, maybe we could add a sensible read-check, as in:

• If user is not active when PM is received, send email (this exists already)
• If user has not opened PM within 1 hour, send email

That sounds awesome, especially if it also works for group messages if (and only if) the inbox is watched
