Stummschalt-Button für Moderatoren-Benutzer-Admin

Moderators cannot be silenced or suspended. I find it confusing when I go to their user admin page and a ‘Silence’ button is shown instead of hidden like the ‘Suspend’ button. I’m just wondering if this is intentional?
