Yes, this is normal. Staff notes are designed to be primarily attached to ‘users’ rather than ‘posts’. If you want to have staff-only information about specific posts, maybe whispers would be more suitable:

Create a Whisper post

Whispers are a feature that allows for non-public discussion inside a public topic. Before Whispers can be used, they need to be enabled by an admin by adding a group to whispers allowed groups in site settings.
