There should not be a flag button on the bottom of a flagged topic

Description:
Normally, when a topic is flagged, the flag button will not appear. However, at the bottom of the topic, you can appear to flag the topic like that. Using that button does not work.
Reproduction:
User A posts a topic
User B flags the topic
User B/C sees the flag button appear at the bottm.

I’ve a feeling that it is intended that something can collect multiple flags - there’s an admin setting
