I think the scenario they had in mind was to prevent people who can no longer whisper being able to see the whispers they created when they did have the ability.

So now if you’re not a member of a group in whisper allowed groups then no whisper visibility for you at all, not even your own ones from the before time.

I think this should also cover the alternative scenario of converting a user’s post into a whisper. If they aren’t in whisper allowed groups then they shouldn’t be able to see it.
