Thanks @pfaffman. I can create a user using above comments. Now am able login into the mylocal development.
FYI, I have turned off the SSO in my local. But i can’t logged in with existing user
You can use the above methods to be logged in as any user (without a password with the URL or by setting one with the rake task).
