Is there any chance to disable this behavior?
The scenario is that users get messages in User Notes for example when ‘min first post typing time’ parameter is triggered and new user’s post is on hold.
Right now I manually delete such system messages from User Note, but curious if there’s a way to disable them at all. So only moderators can use this feature.
The behavior where system messages are added to User Notes is a default feature of the User Notes plugin and there currently isn’t a specific site setting or toggle available to suppress system-generated notes, such as those from triggering the min first post typing time
system.
A manual workaround for this is to regularly clean up or delete system-generated notes, and you could use a Data Explorer query like this User Notes Report to identify user notes that you want to delete.
With that in mind, if the ability to disable system messages from user notes is a feature you’re interested in, I would encourage you to create a Feature topic in our Meta community. The more people who show interest in a feature, the more likely it is to make it into Discourse.

The warnings that post refers to exist outside user notes. When a moderator writes a personal message to a member, there is a tickbox to make the message a warning. When selected, the message is styled differently so the recipient knows it’s a warning. That action is logged in the review queue and also shows up as a user note. This is good!
This is the only automatically generated user note I am aware of. I agree it’s problematic and we already have been talking internally about preventing it from being added to user notes, or having it automatically removed again if a moderator decides it is not spam.
