User preference on theme components

I have had this suggestion raised on GitHub in relation to one of my theme components.

Hi.

(I am just a user of a Discourse forum, not an admin).

Would it be possible to add an option (a checkbox) in the in the User > Preferences > Interface window, to enable or disable these **message bubbles" (as an option) ?

Even if a Discourse forum admin enables this theme component forum wide, it would be nice to be able to enable or disable this option per user, at will.

I’d be grateful for any advice on how to implement user preferences with theme components?
