Users can no longer customize profile pictures

Can't Change Profile Picture

Hello, for some reason myself (an admin) nor any of my users can change profile pictures/avatars despite “Allow users to upload custom profile pictures”, gravatar settings, and external system avatars being enabled. It all defaults to External System Avatars and only shows that as the singular option, per the image below. [image]
