UX: refactor review queue buttons for more consistent language

This is an effort to make our existing review queue actions more consistently fo…llow the pattern of question/response. Currently we have a mix of generic "Moderator Actions" and question based actions like "Is there something wrong with this post?" 该拉取请求重构并合并了审核列表按钮，然而，在帖子被拒绝后，页面上留下的按钮是“是”(Yes)，这看起来很奇怪，因为原来的“批准”(approve) 在这里似乎更合理。
