Were you able to get to the bottom of this? It’s hard to help you without more details, ideally with steps to replicate the problem.

Have them go to https://site_name/u/<username>/preferences/notifications and https://site_name/u/<username>/preferences/tracking and send you the settings configs. May help, may not.
