If I go to this badge page (or any other badge that can be used as a title) here on Meta, I see “You can use this badge as title” with a pencil even though I don’t have that badge.

I don’t think this verbiage is meant to be specific to you the user, but rather to indicate that a badge can be used as a title versus ones that cannot.
Possibly but the edit button should not show in that case.

We now only show the selector if you can actually select the badge as a title, its still a tiny bit rough, but way less confusing.
