Tips on how to highlight topics from a category?

I was looking at Fly.io’s community forum and saw that topics from a certain category are highlighted in the topics list:

We’d love to do something similar, how is this done? Is it built-in functionality or is it a plugin?

Can we highlight a topic in the using an indicator like New Posts or by changing the color of the whole row?
