Don't notify me by email when I assign a topic to myself

I submitted a pull request that changes the assign mailer enabled settings to an enum with:

Topic		Replies	Views
Receive email when topic is assigned Feature assign	3	2725	December 4, 2018
Email assign notification - can't reply Bug assign	5	2533	April 2, 2019
No email on assignment Feature	5	1016	November 21, 2017
Empty emails and notifications generated on topic assignment Bug assign	4	2891	December 4, 2018
Staff member didn't get notification when task assigned Product Support assign	5	967	January 14, 2022
