Okay, thank you to @fokx , this PR is now merged.
This is considered a disabled by default experimental feature for now, admins can enable
at their own discretion, as there is not currently a way to limit which reactions can be used here, we do not really have capacity to go into this work right now.
The site setting is discourse_reactions_experimental_allow_any_emoji .
