Discourse+Docker+AWS - "bootstrap" talks to DB fine, "run" doesn't

Solved - though uncomfortably.

My DB password ended with a # character. I can see it in the environment variable. It doesn’t show in Rails.application.config.database_configuration.

Obscure, right?
