Iām unsure of where you find that dropdown menu to start a new topic? Is that a custom theme component you have?
You can include @moderators in the Site contact group name site setting. This will mean that moderators are invited to all personal messages. A caveat however, is that this applies to automatically sent personal messages eg from @system to a user.
