How to disable the Private Message option
Discourse admins can disable the ability to initiate personal messages for users globally using the personal_message_enabled_groups
site setting.
Note that with this setting even if a user cannot initiate personal messages, they are still allowed to reply to existing messages.
Additionally, admins and moderators always retain the ability to create personal messages with any user, regardless of the personal_message_enabled_groups
settings.
Individual users can also adjust if they want to be able to receive personal messages on their Preferences -> Users
page under the Messages
section, and can choose the option to allow/disallow other users to send them personal messages and chat direct messages, and (optionally) to only allow specific users to send them personal messages or chat direct messages.

I have disabled “trust_level_1” from the setting
However, when tested with an id which is neither moderator nor admin
it still shows the option to create Private Discussion
Help suggest - how to disable it
Also - is there a possibility that the Private message can default have moderator group in Cc…
I’m unsure of where you find that dropdown menu to start a new topic? Is that a custom theme component you have?
You can include @moderators
in the Site contact group name
site setting. This will mean that moderators are invited to all personal messages. A caveat however, is that this applies to automatically sent personal messages eg from @system to a user.
