The Brand Header is not set to below-site-header. I’m using Firefox. On mobile you can especially trigger the glitch.
I tried in safe mode, but I still don’t see the bulk action menu. You do? I did not enable “Disable themes and theme components” in safe mode, because then Horizon is not used anymore. But I kept “Disable unofficial client-side plugin customizations” and “Disable all client-side plugin customizations“ enabled.
Edit: I just updated Discourse to the latest version (last time was maybe 2 weeks ago), now I do see the bulk action options.
