I used a different browser that I have not yet used with this site before. I thought that would be enough for a clean test.

i was just going to say i just did a full walkthrough of a new user signup on a brand new hosted site and it worked as expected. i am glad it is working for you.

question: are you sure you were not still logged in as admin?

make sure you are doing the email verification step logged out of admin (or in incognito / private browsing mode)
