On the category pages, currently this option is available when a tag is selected and a category isn’t:

Are you sure that it doesn’t work when a category is chosen in general? I think it depends on whether you are allowed to choose solutions in the category. You cannot solve Feature topics, but you can solve Support topics. For me, Topics tagged chat shows the dropdown.
