Ability to grant moderators the ability to create categories not showing

Although I gave moderators the ability to create categories, which I thought would enable creating subcategories, it does not seem to be working:
After impersonating a user with moderator permission, I could not see the “wrench” that gives me that option at the category level. Below:

1. I set the permission
2. I granted moderation status
3. But still, clicking on wrench does not let user create new category / subcategory

Help?

Have you set the “Parent Category”? That makes it a sub-category.
