This is not a bug. We are not supporting the horizontal admin nav anymore and everyone should be moving to the admin sidebar. If you want you can acess it using the review link in the forum sidebar.

Introducing experimental admin sidebar navigation

Update: the admin sidebar is no longer experimental and is now the default navigation in core Discourse. Eventually it will be the only navigation for the admin section, so we recommend sites enable it if they have not already done so via the admin_sidebar_enabled_groups site setting.
