For when there is a change of VPS, it would be good if the old forum could continue to run on a read-only mode.
With when the old up-to-date Discourse is backed-up, read-only mode can be set, and hence the A record changed once the new Discourse is Live (very little full downtime)
This could probably become an entire mode setting for self-hosters’, that includes read-only and “Server is being Changed” global banner.
You can turn on read-only mode yourself, no?

Oh i’ve never set that one. Perhaps one button that can combine a banner and setting read-only for high traffic sites?

There is an automatic banner when you enable read-only mode.
You can also customize the text like any text in Discourse (Customize text in Discourse ).

Possibly, but you can make a topic announcing the change and pin it globally and as a banner, then set the site on read-only mode.
Dismissible banner
A dismissible banner is a temporary notice that users can close. Here’s how to create one:
Create or navigate to a topic in any category (public or private). The original post (OP) at the top of the topic will be the source of your banner.
Open the admin options by clicking the wrench icon to the right or at the bottom of the topic.
Select “Pin Topic…”
In the new window, choose Make Banner Topic
The banner will now appear at the top of your site. Users will see a dismissible banner. Staff will also see a link to edit the source topic.
Tips for effective dismissible banners:
Keep the text clear and concise
The maximum height is 250px (editable via CSS )
For longer text, users can scroll within the banner
Consider adding a link to a relevant, public topic for more information
