When I click the admin topic actions buttons, the menu appears much higher above the button and some parts of it below the header.

Almost certainly due to any custom CSS you are using. Try disabling your custom CSS.
No repro of that here or on try.discourse.org, though.
I need to be admin to see that wrench icon and therefore I can’t test it on try.discourse.org.
I can repro this on a short topic. I’ll look in to this.
