Noticed this today on try, confirmed that it occurs here on Meta as well. With very short topics (especially those without categories/tags), the post admin actions menu can overlap the header and be partially unusable. cc @awesomerobot

Fixed this by bumping down the post admin menu a bit on OP only

UX: Prevent the post admin menu from appearing under the header on OP
