does anyone how how only admin allow to create the tag
any help would be appreciated
When you look at your site settings, there is a section about tags. You can find a setting create tag allowed groups in there.
You can also search for settings, so if you entered “create tag”, you would probably have found it without needing to ask.

I believe admin and moderators can always create tags, and cannot be removed from that setting. I don’t believe it’s currently possible to make tag creation an admin-only ability.
Though moderators should be highly trusted users, so if you’d like them not to create tags then you could ask them not to and they would hopefully respect that.
