Animated GIF avatars no longer supported by default

Okay that explains why I can’t find the setting.

I was trying to enable animated user card background. Noticed it is still working here.

Look forward to when this option returns. Spent too much time trying to figure out why I couldn’t get it to work. At least now I know I am not crazy.
