Yes it is, as well as uploading through the U.I. not just e-mail. There are default limits set in the admin settings that can be adjusted. Those only work up to a certain amount, to increase them past a certain level must be done through command line script.

There seems to be a bug with the video upload system, have set max file upload size to 75 mb for .mp4 but when attempting to upload a 36.1 MPEG-4 error reports:

I know video uploading isn’t really recommended/supported for discourse anyway but just reporting this seems to be a bug for if this is supposed to be able to work.
