I don’t want anyone from my forum to send media, just adm, how do I do that?

Would this theme component help? I’m not sure if you can have admin only as staff (admin and moderator) are immune to limitations.
I had this installed, but it doesn’t allow me to only admin post media, unfortunately ;(
There’s the minimum trust to post embedded media admin setting which goes as high as TL4 (though TL4s are manually promoted, so should only be your most trusted members):
And you can limit file types to non-staff users using the authorized extensions setting, though that would not affect moderators as well as admins:
