Can we disable notification emails from the “watching”, “tracking”, “watching first post”, “normal”, “muted” of all users as an administrator?

Maybe you want to change default email level to never?

Does changing this settings for default email level to never can disable notification emails from the “watching”, “tracking”, “watching first post”, “normal”, “muted” ?
