Category permissions that only allow moderators to create topics

hello i would love to create a category whereby only moderator can make post. users wont be able to make post in such categories but the can reply it. how can this be done?

Go to that Category → Edit → Security

You can set the allowed group to be admins, mods, or “staff” for both.
