On my posts in the personal messages, it is only a 10 character limit, but on main discussions (the regular page), it is 20. Is there a way that I can make the minimum character limit for the entire website 10, rather than 20? I prefer not to force people to write so much, and rather change it to 10. Is there a way to do that?

Yes, search your site settings and there is a site setting for this.
