You can achieve this by enabling the enable_category_group_moderation site setting and adding these TL4 non-staff users to your designated group.You can then grant these users extra moderation abilities by specifying the designated group under the Moderation section of the category settings.
Please note that this grants the users permission to also add these auto-delete timers.
