Create a new text page option?

Is there a way to create a new text page, much like the ‘About’ page? I just need a blank page to add a list of RSS feeds.

You can create a wiki topic and disable replies to it.

Is this the same a ‘proper’ page?

I don’t know what you mean by “proper”, but probably not. There is a static pages plugin, but it still has URLs very much like topics.
