Does anyone else in the community have this problem?
Upon logging in today as an administrator to our community in welcome back page the ‘create a new topic button’ has disappeared.

This is expected behaviour: Horizon is an opinionated theme and we removed the create-topic button from its original place (which, depending on your setup can get rather cluttered), to a new prime location at the top of the sidebar:
On mobile, the sidebar is less easy accessible, so we’re keeping the button there.
This was always the plan, but due to a little error, the topic button made an accidental re-appearance on desktop.

Although, for our community we have removed/hidden the left hand tool bar to give our users an uncluttered view, so to us it was useful.
But I now see (new topic button) in the right hand side which is also cool. (It probably has been their all the time, I just didn’t notice it 
)
