is there at the moment a way to create automate topics if a youtube video are published?
maybe over the Feed URL?

You can do it using IFTTT. There using YouTube service you can create Discourse topics whenever new video uploaded in a particular subscribed channel. I was done it in my other Discourse instance successfully.
