I am trying to implement a feature where new users (trust level 0) that join the forum can only see a certain selection of posts and their posts must be reviewed before they are published. Would this be possible with a custom plugin?

You can restrict the topics they can see/create/reply using current categories security settings, like for example:
We also have settings for that
