Can discourse be customized beyond just CSS colors options that are available in Admin.

Customization as in →

  1. Customized Header and Footer
  2. Possibility of placing widget or snippets or even placing advertisement slots such Google ads etc.[Inner pages such as → With the new right gutter, where should "Reply as Linked Topic" go?]

You can develop a plugin that uses one of the many customization slots to show arbitraty information.
