I’m configuring Amazon SES. They told me the limit rate is 14 emails per second.
Can it be an issue regarding how Discourse sends digests?
What happens if a rate limit is met? Are the next emails somehow postponed and sent later? Or are they lost?

Given that there are some emails on my forum that are “queued,” I believe there’s a queuing algorithm. I’d be surprised if any mail provider would allow sending more than 14 emails per second, as that could easily be flagged as spam.
You can check the status of your emails in Admin → Emails → Sent.
