Disabled Uncategorized but still showing in site menu

I disabled Uncategorized category but it is still it is showing in site menu. please look into this issue. thanks!

I can repro. The Uncategorized category displays in the hamburger menu even if the allow_uncategorized_topics site setting is disabled.

@dan Can you make sure we never show the Uncategorized category in the menu when the allow_uncategorized_topics site setting is disabled?

We were ignoring the site setting when building the category list.
