If the purpose is to add a disclaimer page directly available from the home page of your forum, there are several ways to do that.

Customize your theme or create a component to which you can add text and/or links in the Head section
If you want to edit the pages FAQ, Terms of Service and Privacy, their associated topic is located in the Staff category.
