Displays 'optional tags' in categories which have minimum number of tags set - regression?

I ‘think’ this was reported and fixed previously, but it seems to be happening again.

When a user is posting in a category which has a minumum number of tags set, it says ‘optional tags’ rather than ‘please choose a tag’.
