Does changing the default digest overrides user's chosen settings?

We want to change the frequency of digest from daily to weekly.
My question is: if a user set it to ‘never’ or to ‘every hour’ would this override their chosen setting? Or would this only apply to users who are on the “default” setting?

The change will only be applied to users who are using the default setting. If users have adjusted their preferences for the summary email, their preferences will not be overwritten.
