I just tried this and it spams the staff action logs with each post edit. I think it would be more useful to add ‘merge user’ as a staff action and not log every single post change.
I think ‘merge user’ is a staff action log already. It shouldn’t be logging each post change. 
Looking into this a bit deeper, I’m seeing the same thing in our staff action logs dating back a fair bit (over a year or more) so this does indeed seem to be the expected process (or it’s been broken for a while 
)
Let’s slide this into ux for consideration for a change.
