Enforcing Hard Refresh

Hello all,

I’m enabling the voting feature on our site, but it seems like it requires a hard refresh for the feature to be enabled on a browser.

Is there a way to force users to have a hard refresh? Or is there an easier way to propagate the these changes to all users?
