Feature Request: Make user topic mutes log available to admins

There’s a thread I created last night when one of my staff accounts somehow got muted on a couple topics. See What would cause some posts not to be sent out in mailing list mode

Part of my struggle was that there doesn’t seem to be a way to search the logs for users who have muted themselves. I now know how to check the individual user, but this should be easier to do.

It also appears there has been discussion in the past of making user/topic mutes a bit easier for admins to do, I’d be in favor of re-consideration of that as a feature, but it might be necessary to distinguish between user self-mutes and administrative mutes. The latter probably should be something the user cannot override, if that’s currently possible.
