I am trying to upload a Local Font whose size is 9MB, and getting 413 Error.
is there any limit in font size?
Upload sizes are limited by the site setting called max attachment size kb (in admin > settings). You may have to increase that.
Also, 9MB seems very large for a font?

I am using Urdu on my website. installed a local font but thats not working as it should work on mobile.
do you have any sugesstion on this? like when i use the inspect element option on chrome, and choosing mobile view it ahows everything as it should go, but when i try to check on my personal mobile, the text is not working as it should

Is there a globally hosted version of this font from say, Google Fonts? That would be easier. I think we have a theme component that makes font selection from a globally hosted source fairly easy.

Is the font you’re trying to use called mehr? It seems to load on my iPhone Xs. I’m not entirely sure why it might not load correctly on certain devices.
