would like to require names on the signup form without enabling the option that would display their names publicly
I think this caused some confusion in this recent bug topic as well Disabling "enable names" makes admin act strange - #51 by mdoggydog, and the change in behaviour was also mentioned in a follow up in this topic too:
Perhaps we should slide this over to Bug to confirm if this is indeed the intended new behaviour or if something has accidentally changed. (And if it is confirmed to be the new intended behaviour it can be moved to UX/Feature as a plea to restore the old way )
